Enable Chat Prompt Buttons

This setting from the Editor Settings Button controls whether some Editor Panels will display little buttons that send chat prompts to the URL that is configured in the product configuration, see AI Service Connection Configuration Section.

Currently this is only supported for the problems display on the Form Panel, to suggest fixes for (SHACL) constraint violations and other issues.
